Civil engineering tenders with AI: drainage, sewers and building materials

Civil engineering bills of quantities are long and full of technical classes. If you supply channels, pipes, manhole covers or building materials, every item has to be checked against your range. This industry page shows which attributes matter, how AI matching works and what two published case studies show.

Short answer

  • Effort: civil engineering tenders often run to several hundred pages and many work sections.
  • What decides: load class, ring stiffness (SN), nominal size (DN) and material.
  • Check rule: the product you offer must at least meet every class in the tender.
  • AI: Scalera matches by specification, application and standard, with reasoning and confidence.
  • In practice: ACO handles a 300-page tender in 10–15 instead of 30–45 minutes.

Why are civil engineering tenders so much work for suppliers?

Because a single tender bundles many trades. The German standard specification library STLB-Bau has separate work sections for civil works alone, such as 002 earthworks, 008 dewatering, 009 sewer works, 010 drainage and infiltration, and 080 roads, paths and squares (Wikipedia (DE), Standardleistungsbuch (STLB-Bau)).

Then there is the volume. At JMS Group, which supplies building materials as well as civil and special foundation engineering, many bills of quantities run to several hundred pages. Part of the information is not needed for the quote but still has to be reviewed (JMS case study).

For manufacturers of drainage and sewer products, the relevant items can be spread across the whole document. ACO, a drainage specialist, used to spend 30–45 minutes of manual work on a 300-page tender (ACO case study).

Which attributes decide the right product in a civil engineering tender?

The standardised values. Besides the product description, a civil engineering tender states classes and dimensions your product has to meet. We explain three of them here.

What does the load class tell you?

It sets the traffic load a channel or cover must carry. Under EN 1433, channels come in classes A 15 to F 900, from pedestrian to heavy traffic (Wikipedia (DE), drainage channel (EN 1433)). Manhole covers follow EN 124 with the same range: A 15 stands for 1.5 tonnes, F 900 for 90 tonnes on airfield areas (Wikipedia (DE), manhole cover (EN 124)).

Check the installation too. Class D 400 channels are approved for motorways, but not across the direction of travel (Wikipedia (DE), drainage channel (EN 1433)).

What does ring stiffness SN mean?

It measures how much a pipe deforms under lateral pressure. It is tested under EN ISO 9969 up to 3 % deflection; the classes are SN 2, SN 4, SN 8 and SN 16, where SN 8 means at least 8 kN/m² (Wikipedia (DE), ring stiffness (EN ISO 9969)).

What role do nominal size, material and fall play?

They decide the variant within a product family. Channels are named by nominal size, such as DN 100 or DN 150, and are made with or without a built-in fall (Wikipedia (DE), drainage channel (EN 1433)). Channel bodies and gratings come in different materials depending on load class and purpose (Wikipedia (DE), drainage channel (EN 1433)).

How does AI match civil engineering items to your range?

By specification, not by keywords. Scalera's product page states that matching uses specification, application context and standard (Scalera, Product Matching). An item «channel DN 150, class D 400» is therefore not just searched for the word «channel».

Each suggestion comes with its rationale and a confidence value, so your team knows where to look more closely. Scalera also flags missing accessories (Scalera, Product Matching). This matters for channel runs with gratings, connections and gully pits; see the article Accessories and add-ons in quotes.

Civil engineering tenders can arrive as PDF, scan, Excel, GAEB, NPK or ÖNORM. Scalera processes these formats automatically (Scalera, Product Matching). The matched tender is passed on to the ERP via CSV, XML, GAEB or API (Scalera, Product Matching).

How to read match types and confidence values in detail is explained in the guide Product matching at scale.

What do the drainage and civil engineering case studies show?

Two published case studies show what is possible in civil engineering. The figures come from the case studies; your result depends on your tenders and master data.

ACO: drainage and water management

About 80 % of incoming tenders at ACO were technically straightforward but time-consuming. Today Scalera suggests matching articles from the SAP system in seconds. A 300-page tender takes 10–15 instead of 30–45 minutes, and go-live took 5 weeks (ACO case study).

JMS Group: building materials, civil and special foundation engineering

The group works in gravel and concrete, transport, waste management and civil and special foundation engineering. According to the case study, the first match suggestion is right in 99 % of cases, and the number of quotes ready to send has grown tenfold (JMS case study).

In civil engineering, the winner is not the fastest search hit but the product that safely meets every class in the tender.

How do you prepare your team for AI in civil engineering quotes?

With clean attribute data and real test tenders. Four steps help.

  1. Keep attributes as separate fields. Load class, SN, nominal size and material belong in structured attributes, not only in free text. See Preparing product data for AI matching.
  2. Set a check rule. A suggestion with a lower class than the tender is never accepted, even at high confidence.
  3. Test with real civil engineering tenders. Include long tenders, scans and mixed work sections. The process is in the pilot test guide.
  4. Define approval clearly. Decide who reviews and approves suggestions, just as experienced staff confirm every match at ACO (ACO case study).

Key takeaways

  • Civil engineering tenders bundle many work sections and often run to several hundred pages.
  • Load class (EN 1433, EN 124), ring stiffness (SN) and nominal size decide the right product.
  • Scalera matches by specification, application and standard and shows reasoning and confidence.
  • ACO and JMS show published results: 10–15 instead of 30–45 minutes per 300-page tender and a 99 % hit rate for the first suggestion.

Next steps: Check whether your master data holds the classes as fields. Pick three typical civil engineering tenders for a test. Or see the matching for yourself: Book a demo.

Frequently asked questions

Which load class do drainage channels need?

It depends on the traffic area. EN 1433 ranges from A 15 for pedestrians to F 900 for heavy traffic; class D 400 channels are approved for motorways, but not across the direction of travel (Wikipedia (DE), drainage channel (EN 1433)).

What does SN 8 mean for sewer pipes?

SN 8 is a ring stiffness class. In the EN ISO 9969 test the pipe reaches at least 8 kN/m² at 3 % deflection (Wikipedia (DE), ring stiffness (EN ISO 9969)).

Can Scalera process scanned civil engineering tenders?

Yes. Scalera processes PDFs (scanned and digital), GAEB, Excel/CSV, XML and emails with text or attachments (Scalera, Product Matching).

Does this also work with NPK and ÖNORM tenders?

Yes. According to the product page, tenders in PDF, scan, Excel, GAEB, NPK, ÖNORM and other standards are processed automatically (Scalera, Product Matching). More on the formats: GAEB, ÖNORM and NPK explained.

How do matched items get into the ERP?

Via CSV, XML, GAEB or API, and for ERP systems also in SAP IDoc format or via REST API (Scalera, Product Matching). Details are in the article ERP integration for tenders.

Does AI replace the review by inside sales?

No. Every Scalera suggestion carries a rationale and a confidence value (Scalera, Product Matching). At ACO, all suggestions are reviewed and approved by experienced staff (ACO case study).
