ChatGPT for Bills of Quantities and Quotes: What Works and What Doesn't

An AI chatbot reads a bill of quantities in seconds and writes a clean summary. A quote, however, only exists once every line item is backed by an article, a quantity and a price from your own system. This guide separates the tasks a chatbot handles well from those for which it would need your data.

Introduction
General AI helps with language and structure; reliable quotes need access to your item master, a review step and clear rules for confidential documents.

Key points at a glance

  • Strong with language: a chatbot summarises preliminary notes, drafts clarification questions and writes cover letters.
  • Blind to your range: without access to your item master, prices and ERP, it cannot reliably match line items to your products.
  • Review is a must: language models also produce wrong content that sounds credible. The BSI recommends checking critical outputs.
  • Rules before uploading: decide which documents may go into which service, and train your team in using AI.

Can ChatGPT handle a bill of quantities?

Partly. A general AI chatbot such as ChatGPT or Microsoft Copilot can summarise the text of a bill of quantities and put line items into a table. Microsoft itself describes Copilot as providing drafts and summaries and points out that responses are not guaranteed to be 100% factual (Microsoft Learn). What every general chatbot lacks is knowledge of your range: it does not know your article numbers, prices or delivery terms.

So the limit is not reading, but matching. A quote only exists once every relevant line item is backed by a specific article, a quantity and a price from your system.

Then there is volume. Many bills of quantities run to several hundred pages, as JMS Group describes (Scalera, JMS Group case study). Every line item a chatbot merely guesses has to be checked one by one afterwards. What a tender contains before matching starts is covered in Analysing a bill of quantities with AI.

What is ChatGPT good for in the quoting process?

For tasks that are about language rather than your master data. There, a chatbot saves time without a wrong article slipping into the quote unnoticed.

  • Screening preliminary notes: searching long preliminary notes and contract terms for deadlines, brand specifications or required certificates, then checking the result against the original.
  • Preparing bidder questions: flagging unclear or contradictory line items and drafting a clarification request to the planner or client.
  • Writing accompanying text: cover letters, notes on lead times or a friendly follow-up email.
  • Bridging languages: understanding requests in other languages and drafting a first reply in the customer's language.
  • Passing on knowledge: having technical terms or line item types explained to new colleagues, with a look at the original source.

What these tasks have in common is that a person reads the result anyway before it moves on. Mistakes are therefore more likely to be caught before they have consequences.

Where does a general chatbot reach its limits?

Wherever a quote relies on your own data. The overview below shows the typical steps and what each of them requires.

General chatbot and specialised quoting AI compared
StepGeneral chatbotSpecialised quoting AI
Recognising line itemsGood with text, long files need checkingReads PDF, GAEB, Excel, XML and emails

Scalera's own classification. Information on specialised AI using Scalera as an example (Scalera, FAQ, Product Matching); on the risk of convincing-sounding errors see BSI, R4 and R8. Features of general chatbots change constantly.

Why do wrong answers sound so convincing?

Because language models produce fluent, coherent-sounding text even when the content is wrong. The BSI calls such hallucinations a major problem, precisely because the outputs usually appear credible (BSI, risk R4).

This leads to a second risk: too much trust. The BSI describes automation bias as users adopting outputs without checking them (BSI, risk R8). In a bill of quantities, that can be a plausibly invented article number or a misread unit that only the customer notices.

The BSI therefore recommends reviewing outputs with potentially critical effects, comparing them with other sources and finalising them manually before use (BSI, measure M20). A quote with binding prices clearly falls into this category.

May tender documents be uploaded to ChatGPT?

That depends on your internal rules, your plan and the service's terms of use. The BSI points out that with AI services offered over the internet, the operator may access inputs and outputs and possibly use them for further training (BSI, risk R2).

Tender documents often contain project and customer data, drawings and prices. Before the first upload, clarify at least these points:

  1. Approved services: which AI tools are approved in your company, and on which plan?
  2. Training: are inputs used to train models, and can this be excluded?
  3. Storage location: where are files processed and how long are they stored?
  4. Confidentiality: do the client's terms allow the documents to be shared with third parties?

The BSI recommends recording such rules in a binding way and making staff aware of entering confidential data (BSI, M16). Scalera uses private AI instances, completed quotes are used only for your own product suggestions, and data is stored in European data centres (Scalera, FAQ).

What does the EU AI Act require?

Under Article 4, providers and deployers of AI systems must take measures to support the AI literacy of their staff; national authorities have supervised this since 2 August 2026, and no specific level of literacy is mandated (European Commission, AI literacy FAQ). How to take this into account when introducing AI software is covered in Piloting AI tender software.

What does specialised quoting AI add?

It combines the language understanding of large language models with your own data and workflows. The difference lies less in the model than in what it can access and how the result is reviewed.

  • Input: Scalera processes scanned and digital PDFs, GAEB, Excel/CSV, XML and emails with free text or attachments (Scalera, FAQ).
  • Matching: line items are matched to articles from your range (Scalera, Product Matching); how well also depends on your product data.
  • Uncertainty: confidence scores show where the AI is certain; low-confidence matches are flagged (Scalera, FAQ).
  • Learning: with every completed quote, Scalera learns which products fit which requests, without cross-customer training (Scalera, FAQ).
  • Handover: confirmed line items move on via an interface; details in ERP integration for tenders.

What do practical examples show?

At ACO, a 300-page tender took 30 to 45 minutes manually and now takes 10 to 15 minutes. Matching articles from the SAP system are suggested in seconds, and experienced staff review and approve every suggestion (Scalera, ACO case study).

JMS Group uploads incoming bills of quantities to Scalera and receives the evaluation back. The hit rate for the first suggestion is 99 percent, and the result is 10 times more quotes ready to send (Scalera, JMS Group case study).

“In the past, it took us 30 to 40 minutes for a large tender. Today we are around 10 to 15 minutes with Scalera. That makes a huge difference in our volume.”
Markus Grafl, Head of Central Offer Management, Frauenthal

How do you combine ChatGPT and quoting software sensibly?

By giving each tool the job it was built for. These five steps help you get started:

  1. Separate the tasks: texts, summaries and clarification questions go to the chatbot; matching, quantities and prices go to the system with access to your data.
  2. Write rules: record which documents may go into which service and which plan is used.
  3. Build in a review step: no chat output goes into a quote unchecked; with specialised software, review the flagged, uncertain matches in particular.
  4. Test with your own tenders: measure both approaches on the same requests, for example by hit rate and review time.
  5. Enable your team: a short briefing on benefits, limits and approvals, in line with Article 4 of the AI Act.

How to set up a test with your own requests is shown in Piloting AI tender software.

Frequently asked questions about ChatGPT in the quoting process

What is the difference between ChatGPT and an AI assistant for bills of quantities?

ChatGPT is a general chatbot without access to your master data. An AI assistant for bills of quantities reads tenders and matches the line items to your own range. Which providers exist is covered in AI assistants for bills of quantities compared.

Can ChatGPT calculate prices for a quote?

A chatbot can do arithmetic if you give it quantities and prices. It does not know your terms, discounts or stock levels. Prices in a quote should therefore come from your ERP or pricing logic, not from a chat answer.

Which documents should not go into a public chatbot?

Your company decides that. The BSI recommends binding rules on which services staff may use for what and which inputs are allowed (BSI, M16). Customer data, prices and confidential drawings should only reach an AI tool once this is settled.

Does Scalera itself use large language models?

Yes. According to the FAQ, the platform has deep integrations into OpenAI and uses private AI instances; your data is never used to train public LLMs (Scalera, FAQ). On top of that come your item master, confidence scores per match and learning from your completed quotes.

Is ChatGPT enough for small requests with only a few line items?

Often yes, for structuring the request and drafting a reply. You then check the matching to your articles and the prices yourself. The more line items and the more technical the request, the greater this review effort becomes.

What if the bill of quantities specifies a competitor's product?

A chatbot can find the brand reference in the text, but cannot judge which of your articles is equivalent. Scalera recognises both your own products and competitor products in specifications and suggests the best matching alternatives from your catalogue (Scalera, FAQ). What matters when offering alternatives is covered in Winning with alternates.

How do I check whether specialised software matches better than a chatbot?

With your own bills of quantities and clear metrics such as hit rate and review time. How to set up such a test is described in Piloting AI tender software.

Key takeaways

  • ChatGPT and similar chatbots help with language and structure: screening preliminary notes, drafting questions and accompanying text.
  • For matching to your articles, quantities and prices, a general chatbot lacks access to your data.
  • Credible-sounding errors are the main risk; a fixed review step belongs in every AI-supported quoting process.
  • Before uploading tender documents, set rules on services, training and confidentiality, and train the team.
  • 150+ companies already rely on Scalera (Scalera, Product Matching). In a demo you can see how Scalera matches your own bills of quantities.
