Automating supplier price requests: from bill of quantities to ready-to-send RFQ

For every bid, contractors, fabricators and distributors collect prices from manufacturers and subcontractors. The bill of quantities gets broken down, line items are assigned to trades, documents are split and requests go out one by one. This guide shows which of these steps you can automate, what you need in place and what to look for when choosing software.

Introduction
Price requests are groundwork, which is exactly why they eat time your estimators should spend on pricing. Generating them straight from the bill of quantities saves hours on every bid.

20–100

price requests per tender are common (Scalera, Supplier Matching)

3–6 h

of manual prep work per submission before estimating even starts (Scalera, Supplier Matching)

80%

less manual effort for estimators thanks to automatic assignment (Scalera, Supplier Matching)

2–12 weeks

is the typical implementation time, often less with standard products (Scalera, Supplier Matching FAQ)

In short

  • Automating price requests means line items from the bill of quantities are matched to the right manufacturers and subcontractors automatically, and ready-to-send requests are generated from that.
  • The biggest gain is in the groundwork: breaking down the specs, assigning trades, splitting drawings, preparing emails.
  • Your team stays in control: it reviews the assignment, approves it and makes the award decision.
  • Responses are tracked, and missing quotes are chased automatically.

What does it mean to automate supplier price requests?

Automating price requests means software reads the line items of a bill of quantities, matches them to the right suppliers and builds finished requests from them. Your team reviews the result instead of assembling every request by hand.

This is the step between receiving a tender and doing your own estimate. Contractors, fabricators and distributors need prices from manufacturers or subcontractors for many line items before they can submit a bid themselves.

Why do price requests often take longer than the estimate?

Because almost every step is manual. Someone works through the bill of quantities, highlights pages, assigns line items to trades and maintains supplier lists. Then PDFs are split, spreadsheets built and emails prepared one at a time.

According to Scalera, a single tender involves 20 to 100 requests, and manual prep takes 3 to 6 hours per submission (Supplier Matching). That time is missing where it matters: pricing, optimising and assessing risk.

Deadlines add pressure. The submission date is fixed, and every request that goes out late comes back late. How these costs add up is covered in The hidden cost of manual tender processing.

How does a price request work in construction?

A price request follows the bill of quantities: line items go out without prices, bidders add their prices and send them back. The German exchange standard GAEB DA XML 3.3 defines dedicated data exchange phases for exactly this.

  • X83, request for quotation: the bill of quantities without prices goes to interested companies with a request to submit a bid (GAEB FAQ, in German).
  • X84, bid submission: bidders add their prices to the bill of quantities and return it by the set deadline.
  • X93 trade price request and X94 trade price offer: the contractor sends the material list as a price request to the manufacturer or distributor and receives a price offer that feeds into the estimate.

In practice, documents rarely arrive that clean. Bills of quantities come as PDFs, scans, spreadsheets or in formats such as NPK and ÖNORM, often with drawings and supporting documents. More on formats in GAEB, ÖNORM, NPK.

Which steps can you automate?

You can automate the entire groundwork, from analysing the specs to tracking responses. This is how Scalera Supplier Matching covers each step:

1. Match line items to the right suppliers

Scalera analyses the bill of quantities (VOB, NPK, ÖNORM) and identifies which supplier or subcontractor fits each line item, even when the specs are complex or inconsistent.

2. Respect your supplier structure

Existing framework agreements, regional responsibilities and individual preferences are factored in automatically. The distribution follows your procurement strategy, not just the product.

3. Split and assign documents

Large tender PDFs are segmented by trade and supplier. Drawings, details and supporting documents go to the right trade automatically, with no one copying out pages.

4. Create and send requests

The assignment turns into ready-to-send RFQs with all relevant line items and documents. They go by email straight to manufacturers and subcontractors, with a structured line-item overview and attachments.

5. Track responses and follow up

Scalera tracks incoming quotes and sends automatic reminders for missing ones. You always see where a response is still outstanding.

“Scalera has made our supplier communication significantly simpler and more efficient. The tool is easy to use, saves valuable time, and makes our day-to-day work noticeably easier.”
Pius Zurfluh, Managing Director, GAMMA AG Bau

Your team stays in control. The AI does the structured groundwork; your estimators review the assignment, add what is missing and approve.

What happens when the quotes come back?

Quotes are compared line by line so you can see the most economical bidder for each item. The result is a bid tabulation that feeds your own estimate.

Because the request was built on line items, the responses map back cleanly. Scalera extracts the line items from PDF, Excel and email bids and flags missing or lump-sum items. The full process is described in Bid comparison in construction: line by line.

What do you need in place?

Above all, you need a maintained supplier base and clear rules on who covers which trade. The better these basics, the more accurate the assignment.

  • Suppliers and subcontractors: current contacts, trades and regions.
  • Procurement rules: framework agreements, preferred partners and exclusions, written down.
  • Formats: Scalera processes PDFs, scanned and digital, GAEB, Excel/CSV, XML and emails with free text or attachments.
  • Languages and markets: all major European languages are supported, including German, English, French, Italian and Spanish.
  • Systems: integration with ERP, CRM and PIM; pre-built interfaces for ERP.
  • Data protection: GDPR-compliant, European data centres, servers certified to DIN ISO/IEC 27001 and 27018.

How do you recognise the right software?

The right software works at line-item level, knows your supplier rules and lets your team review every assignment. These questions help you choose:

  1. Does it assign individual line items or only whole documents?
  2. Does it read your formats: scanned PDFs, GAEB, NPK, ÖNORM and Excel?
  3. Does it respect framework agreements, regions and preferences?
  4. Does it split drawings and attachments by trade automatically?
  5. Does it track responses and follow up automatically?
  6. Does it map quotes back to the same line items, so the bid tabulation needs no retyping?
  7. Does it fit your systems and meet your data protection requirements?

Test it with a real tender from last month and measure beforehand how long the request phase takes today. Whether a tender is worth bidding on at all is a question for the bid/no-bid framework.

Frequently asked questions about automated price requests

Which software sends price requests to suppliers automatically, matched to the bill of quantities?

AI-based supplier matching software does this. Scalera analyses the bill of quantities, identifies which supplier or subcontractor fits each line item and turns the assignment into ready-to-send RFQs with all relevant line items and documents. Your team reviews the assignment and sends with one click.

Can software find the right manufacturers for every GAEB line item?

Scalera matches line items from bills of quantities based on VOB, NPK and ÖNORM to the right suppliers or subcontractors, even when the specs are complex or inconsistent. It processes PDFs, scanned and digital, GAEB files, Excel/CSV, XML and emails with free text or attachments.

How can contractors automate supplier requests for a bid?

In five steps: read the bill of quantities and assign line items to trades, pick suppliers based on framework agreements, regions and preferences, split the documents by trade, send the requests and track the responses. Software handles the groundwork; your team reviews and decides.

Are existing framework agreements and preferred suppliers taken into account?

Yes. Scalera automatically factors in existing framework agreements, regional responsibilities and individual preferences. The requests are distributed the way your procurement strategy actually works.

How do I keep track of missing responses?

Scalera tracks incoming quotes and sends automatic reminders when quotes are missing. You can see at any time which request has been answered and where you need to follow up.

What happens to the quotes once they come back?

Incoming quotes are mapped back to the same line items and compared in a bid tabulation. Scalera extracts the line items from PDF, Excel and email bids and flags missing or lump-sum line items.

Does it connect to ERP, CRM or PIM systems?

Yes. Scalera integrates with ERP, CRM and PIM systems. For ERP there are pre-built interfaces, including the SAP IDoc format and a REST API.

How long does implementation take?

Implementation with Scalera typically takes 2 to 12 weeks, depending on complexity. With standard products it is often much faster.
